How to build fence without wrecking driveway?

We'd like to build a 1m tall fence in our front garden. But part of the garden runs along-side our neighbour's mono-block driveway.
I've previously planted border plants on that bit, and I know that the developers (new build estate) have put quite a lot of concrete under the grass which seems to be holding up the side of the driveway.
The best picture I can find to describe what I mean is this:

The bit at the left that says "75mm min" - looks like our developers have gone well beyond that. At least 300mm.

I'd like to build the fence right up at the edge, but if I break through the concrete would the neighbour's driveway collapse?

Afaik the neighbour's drive foundation should't be on your side.
However, it happens

Presumably you are planning on either concrete pads to metpost or digging holes for posts?
So you aren't actually digging up the entire foundation of his drive, just making 12" gaps while working.
I would explain what you are doing, then do it and make good
