Could be worse, he could have got to the top and found he had forgotten the bulb. Or the new bulb was duff.

They are not light bulbs, they contain xenon gas, so they are called flashing beacons, it is illegal to change one unless you are registered gas safe engineer.
Now we know why they charge an arm and a leg. if you get your appliance serviced twice a year, you lose both arms and legs and left with just buttocks!
