how to close rads down

Hi there ive a cold radiator in my hall and have been reading on the posts regarding problems like this.Many suggest shutting down all the other rads in the house and leaving the cold one open,but do i shut both sides of the rads down or just one side?

What sort of valves have you got on the cold rad? One with numbers on (TRV)?

May be a stuck pin.
