how to fill in this gap to stop cold draught?

Hi,

we've just had an extension and we've got a section behind the kitchen units that i need to fill in, where the pipework comes out of the ground, as its very cold! Please see picture for the hole to fill.

What is the best way to insulate and stop the cold draught?

There is the hot and cold feed copper pipes (4 pipes in total), some electric cables, and also an earth wire (green / yellow).

Can i just shove some loft insulation down the gap, or should i use foam filler?

I don't want to create a fire risk.
