Can any one advise me how to fix this waste pipe it's 40mm plastic pipe going into I think 3 inch cast pipe but it's just putty and silicone round top of cast pipe and just leaks can some one advise me the best way to fix this thanks.

Cut the cast section lower down then use a flexible coupling to join the 40mm waste to it. https://www.fernco.com/plumbing/flexible-couplings
I'd be more concerned that the waste pipework is supported by a stack of loose bricks!
