I had Rehau windows and doors fitted to the front of my house about a year ago. None of the doors/windows have the steel reinforcement fitted.
Rehau's website states that their windows meet the BS7950 security standard. What is not clear is whether it's necessary to have the steel reinforcement installed, and what handles/locks are fitted in order to meet the standard. The somewhat dodgy company who installed the windows didn't give me any documentation to say they're BS7950 compliant.
