I want to matt-emulsion my ceiling but at present it is painted with HARD gloss paint with drips in places. Been using orbital sander but it stands off the hollows and leaves them unscoured. Rubbing it down is a long, horrible job.
Have tried a heat gun at varying temperatures and distances but it doesn't melt this paint, justs roasts it.
Should I aim to put up lining paper first or just to apply emulsion?
Would Universal Surface Prep be worthwhile to cover the gloss before emulsioning?
