How to recreate Effect on Ceiling?

Hello all

I hope you can offer some Advice.

I had a small Water Leak from the Bathroom a few Years ago which caused some damage to the Kitchen Ceiling.

The Local Council said that they could match the Pattern on the Ceiling which I agreed to, mistakenly.

This is how the Area now looks:

Does anyone know how to replicate the Pattern?

From the Flakes that came off after the Water Damage I do not think it is artex as it is too thin.

I assume that it must be some sort of Rollered Paint Effect as every Room has this Pattern on the Ceiling.

The House was Built in 1988.

I know that I could get the Ceiling Skimmed, however, there is Coving which I think may cause issues.

For what it is worth, a plasterer can use a wide sharp scraper to remove the high spots and then skim over it.
