Rusty metal bar has been screwed down (through tile and concrete floor).

I want to remove the metal bar but all of the screws have rust heads. I tried to 'shock' the screw by gently hitting with a hammer/chisel and the screw broke off.

In total there are 7 screws. And I place some new screw is the position they are in.

What is the best way to get this off?

Drill the screw heads off, but use a left-handed bit with your drill running in the unscrew direction. Failing left-handed bits, a countersink will do. Sometimes the heat, vibration and torque will loosen the screws so they wind out, which is the best result you can hope for.

If not, once the heads are gone you can lift the bar off. A fine flame from a torch to heat the screws will probably loosen them enough that you can undo them with a mole. If not you can cut them off and grind or file them flat.

You can buy stainless screws for next time, and grease the threads
