How to Remove This Pipe

The company that built the road and houses left this pipe exposed and have now liquidated the company.

The council wont help remove this pipe. Does anyone know how I can remove this myself ?

Good job it's summer too. Otherwise if it is connected to the supply, there would be a possibility of it freezing and bursting.
 
If it's connected to a supply it's going to be an issue, as a temporary solution I'd move the valve at the end so it's only a couple of inches out of the fitting coming out of the ground at least then it's under the sign and mostly hidden by the wall, that may involve getting a bit wet though if it's live.

If that is live and not connectoed to your meter, I would dig out in the garden and pull it through under the tarmac. Free water for the garden, pool and car cleaning.

Not the councils job - it's the water transporters job to sort that out.

As suggested though, if it's straight off the mains then dig under the wall and re-route and reconnect as an outside tap in an insulated box on the other side of the wall.

You really must contact the local water company if that pipe is a live connection to the water mains

You would have to dig a large hole down through the footpath to be able to fit a squeeze off tool before you cut the pipe.

Legal nightmare if you dig a hole in the public footpath.
