How to shorten this redundant waste stub

I want to shorten the capped off waste stub in the above photo. The plumber has done it this way, presumably because it is the first straight section of pipe where a normal size end stop can be solvent welded into place.

Is there a better way without replacing the whole boss at the bottom of the soil stack? Can you get socket plugs that are the right size to solvent weld into a joint rather than a straight section of pipe?

Looks like it's glued into the boss pipe. Only way would be to cut it flush then get a 40mm rubber bung squeezed in there and then sealed up, either that or a flat piece of PVC is bodged (glued) onto the outside face.
 
The pipe is solvent welded into the boss on the stack. Could i just cut it flush and then solvent welding in a blanking plug? Presumably the ID of the 45 degree bend thats glued into the boss will be the same as a 40mm pipe so a plug will fit.

Whatever i do it needs to be permanent. That stack connects the bathroom above the utility room shown in the photo. I don't want any risk of it failing in the future as there is quite a bit of bath water and toilet water than comes down the stack.

The whole waste down pipe is going to be boxed in and a cupboard put in front. I'm going to have to notch the cupboard around the downpipe as it is. The waste stub currently interferes with it even more so cutting it right back is a better solution.
