how to tell if drain is cracked

Hi, a builder was looking at my house the other day and looked at the grid next to the house , and said he thought it had dropped.
It looks quite low in comparison to the concrete around it, which also has holes in.
If i push on each side it wobbles, however if i lift the grid i can see water.
I was told by a plumber that if you can see water its ok.
is that a hard and fast rule?

Water would indicate the bottom half is probably intact, but whether the water is at the level it should be to form the trap is another matter. Ideally any broken gulley pot next to the property should be repaired or replaced, to avoid water getting into the foundations.
