How to unblock a toilet

We have a semi blocked toilet.

Sometimes the water is high and the water goes down slow and sometimes it's really low (and smell comes from it when low).

I know the problem: the kids had put excessive toilet tissue down the toilet over a long period.
(Now stopped.)

I've tried hot water and liquid, then baking soda mixed with white wine vinegar.
Both solutions from somewhere like youtube I think.
They work a little... but never have solved.

I've seen 'Mr Muscle Max Gel Drain & Sink Unblocker 1L'
Also seen similar one in Lidl.
Both don't mention 'use in a toilet' - they just say use in a drain.
I'm a little confused.
Are these OK to use?

Anything else I should try?

A mop in a black bin liner rammed up and down often works wonders. Either that or ration the loo paper for the kids!
 
Are you sure its not the drains outside. When my outside drain blocks, the first symptom is the downstairs toilet water not going down like normal.
