Should information be public knowledge about if a car as had an accident or been stolen/recovered,or has outstanding finance,been clocked..or is it in the public domain somewhere and just knowing where to look without paying these hpi sites dosh all the time.

unfortunatley you have to pay as all the info is in their data bases.
its time the system was set up so it was on dvla data base and available if required, the thing you have to be carfull of is the information being used incorrectly if it was a free for all.
