Hygena Concorde turbo electric double oven

I have a problem with the grill operation on our Hygena Concorde turbo electric oven where by the grill will not work on either Hi or low from cold. The top oven part works fine and once the the top oven gets warm I can then turn the dial to either Hi or low grill setting and the grill functions perfectly well. It's almost as if the heat generated is expanding something to allow it to work. Stats work and cut in/out ok once the damn things working on both oven and grill. Any suggestions would be appreciated!
