I feel like hanging myself or better still ruth kelly spent thousands on this home energy swindel can i sue the guv they have ripped me off big time.

Yes but that will only apply to properties with 4 beds and above.
Whats the betting that those with a forth bedroom will suddenly loose one and gain an office or studio.

Not to worry Bobby ... The HIPs may have been the 'smoke' ... HMG will need all the inspectors they can muster when they get stuck into rebanding for council / local tax purposes.. Some may say a relaxtion of planning laws could encourage more Ct'able work... You may become a tax officer or even a commisar.
I have moved a new 'Elson bouquet ;) ' into the 4th bedroom as a seat, an old sink unit as a desk, complete with bread board, loaf and knife, a toaster, and a primus stove...(means of food preparation and cooking). Is this now a bedroom, toilet, kitchen or office ?

This whole HIPS thing is a farce. Their reason for introducing it was "to make the process easier and cheaper for buyers and to reduce gazumping". Right, yeah, so how's it easier and cheaper for buyers now and how will it reduce gazumping?

The simplest thing would have been a pre-sale contract which states that once an offer's been accepted, the seller agrees to pay any costs bourne by the buyer thus far if the sale is withdrawn.

This energy report - a good idea I suppose but most with a bit of sense can determine that a house with cavity wall insulation, loft insulation, double glazing, condensing boiler etc etc will be more enrgy efficient than one without. Don't get me wrong, I'm not dissing Bob's role, it's a role where specialist training and knowlege is required. However, the problem I have is what the future holds with these reports?

Buyers already pay stamp duty. What I see happening down the line though is an additional duty, not on the buyer but on the seller. So, the buyer will still pay stamp duty but the seller will have to pay some sort of "environmental tax" depending on the banding. Yet again, an additional financial burden on the British public under the guise of being "in the interests of the environment". Please tell me, all of these environmental taxes we pay, does it ALL get put back into environmental projects? I can't be certain but I doubt it.

Surely twill only matter to those who cannot really afford to be in the market place anyway?
Pity the poor sobs when the inevitable downturn arrives.
