It's the lowest pressure that will allow you to bleed the highest point of air; if the boiler is the highest point, such as loft mounted, then 0.5 bar.
Your expansion vessel pre-charge should be set to about 90% of the system pressure (when cold) at it's point of connection to the system (they're not always within the boiler).
The system pressure will have no effect, and will not alter the flow-rate from your taps.
