ideal mini 24. ch ok . fires up on dhw demand but water only lukewarm at best. changed thermistor and stat to no avail. could it be plate heat exchanger?

could be.may also be several outher faults ie gas rate,water flow rate
If the plate HE is partially blocked then the temperature on the gauge will rise above 60*C when running a bathroom basin tap.
Common problem when second rate installers dont flush out the system properly.
Could also the the setting of the gas valve. Many installers never check it on commissioning.
