I have an Ideal System Filter the same as linked below:

I recently undid the cap on the bottom and found it was full of water. I have tried adjusting the valve however found that in any position it still drips.
The screw cap on the bottom does contain a rubber washer which appears to hold the water inside and it is not leaking externally, however I'm assuming the isolator should still not be allowing water past.
Is this a concern or should I Just leave it, making sure the bottom cap is wel tightened to contain the leaking water?
If it would be better to replace the isolator, is it possible to buy just this component without buying a full new filter?
