Identifying blanked pipe

I have a capped pipe sticking out the ground under my stairs. Kinda in the way of where I want to put some new flooring. I don't want to cut it as I have no idea what it is. I thought it looked like it was too big for gas and I would have expected more of a robust seal. The house is late 1920s. The pipe is about 35mm diameter. Anyone got any ideas what this is? Picture attached. The pipe behind is a water pipe we just put in.

Thats almost certainly a gas pipe. Whether its an old service pipe or part of the old internal supplies is pure speculation without closer inspection. Gas meters were regularly installed under stairs in those years. Get a RGI to inspect it is all I would suggest.
