FOR THE LAST FEW DAYS THE WATER HASNT BEEN HEATING UP IN THE DISHWASHER AND IT HASNT BEEN DRYING THE DISHES EITHER... IS THIS GOING TO BE AN EXPENSIVE REPAIR OR WOULD IT BE BETTER TO GET A NEW DISHWASHER. IT IS ONLY 20 MONTHS OLD AND NOT UNDER GUARANTEE ANY MORE..

Can't say how much it's going to cost. Depends on who does it, how much they charge and what parts are required.
Not heating, possibilities are, faulty heater, faulty stats, broken wire(s) or faulty pcb.
You'll have to either do some basic fault finding with a multimeter or just go straight for an engineer.
Get a couple of quotes then you can decide whether to repair or replace.
