Indesit WIDL146 (ex) - flashing service lights

I have an Indesit WIDL146 (ex) washing machine and dry combo and
for some time the it no longer dries or heats.

My roommate and I tried to fix this and checked the heater, which seemed to be fine. After a few seconds the "Lock light" flashes along with the "Delay Timer".

The water feed seems to be ok as it does feed water though the washing powder tray and the drum does turn.

What do these two flashing lights mean?
