Inspection Chamber (Drainage)

Hi folks,

We have some sort of chamber/pit located in our front garden for drainage (located in Scotland). I think it's the first meeting point for the house foul & surface water drainage. See photo here:

There are another 2 trap covers located 8 metres upslope, just before the garden meets the public footpath but I can't get them open at the mo'.

I lifted the cover of the chamber for the first time (see photo above) just because we are looking to revamp the driveway/garden and drainage will be an issue.

There is not problem with the house drainage as far as I know but it looks like sewage is backed up inside the chamber; would that be normal?
I see two orange plastic covers; would that be a trap for foul water and a trap for surface water?
Would you recommend any action? Does it need emptied/rodded somehow?

The look like access caps on 2 plastic pipes that are running parallel in the same trench.

The chamber looks dirty just because of soil/silt/water that's come in between the lid and frame.

You could remove the caps and test each with a toilet flush and bucket of water down a rain water gully.
