Installation of windows

Have had some UPVC windows installed to a new cavity wall on an extension.

The fitter has not used any form of foam between the window and cavity and has only used silicone.

Is this poor practice? Should he be doing so?

Our builder believes so, and i trust what he’s saying. Would have thought someone who fits windows for a living wouldn’t make this type of error.

There's a lot of things builders should do by default but don't, just for balance
 
The window fitter was instructed by us the homeowners. On the assumption that proper practice would be followed rather than every stipulation agreed and formalised
 
We've had windows fitted by a local firm and also the nation wide one with the guy who knocked over windows in the advert ;) Neither used foam as the frames were a good fit in the openings
