installing a water heater

am looking at buying a undersink water heater to feed the hot tap for my loft en-suite......am i right in thinking a 2kw or under can be ran off a socket fused spur?

2.990kw or under can run off a plug top or a Fused Connection Unit, yes. This is 13 amps at 230 volts. It is normal to say you can pull 3kw though.

so what exactly will i need to do..i`m geussing the water heater will come without cable/plug..........i can run a spur off a existing socket nearby(what size fused socket or fcu) what you mean by plug top?

You will also need to Earth Bond the Hot and Cold pipes, (and the waste water pipe if metallic) to the earth terminal in the fuse-connection unit.
