Installing external insulation on single skin wall in garage

We have a single skin blockwork wall between our utility room and integral garage. I want to add insulation to the garage side of the wall to bring this up to Building Regs. From research the method of insulating externally is to bond PIR insulation to the wall, then add a mesh and finishing render. As this area is not "external" can I use plasterboard/plaster rather than render?

Does anyone have any suggestions on the best method and any precautions to take.
