installing new hardwood floor over existing parquet floor

the project is in a 1970s 36 story, concrete slab building. There is existing oak parquet flooring. My contractor says it is too hard to get the old parquet flooring up and has started to put down a sub floor over the parquet and intends to lay the hardwood floor over that.

Please let me know if this technique is proper.

Old Parquet flooring used to be set in b-itchumen, So its more than likely that this is the case with your floor. if you can lift a piece of the old parquet, the underside should be black. It not that hard to get up, probably a day of hard graft, but once the flooring has been lifted, you may then need to re-asphalt the floor to bring it back up to a good enough standard to lay your new hardwood floor.
It would be a big job, that could become expensive. Going over the old flooring, if its done correctly, will save a lot of time, and money for you, which is probably why your builder, is going with this option
