Installing UPVC Doubleglazing as Secondary Glazing?

Hello all,
My house is in a conservation area The windows are single pane leaded windows.

I was thinking of installing standard 28mm double glazed UPVC frames on the inside sills, behind the old wooden windows. Basically where normal secondary glazing would go.

Is this workable? Would there be any issues with doing this? The windows can be opened to clean the inside of the outer windows, I am thinking that the inner UPVC frames will not cause issues with the sightlines from the inside or out and there will be substantial heat and sound insulation.

Why not speak with your conservation officer?
Apologies for a late reply, none of my forum notifications are coming through.

I can change the timber windows to UPVC via Licensing. Even best UPVC copies look terrible. All my neighbour's have them. I would rather keep the originals and fight a losing battle than rip them out.
