insulate floor

It is it better to insulate floor with Thermal under lay for laminate flooring and than put the carpet under lay on top of that? And finally lay the carpet.

Will this be good thing to do?

Objective is to stop draught and have a warm floor.

We always use hardboard sheets on top of flooring using staple gun for draught free problems with carpet.

No, mainly for carpet,the reason is the floorboards in width tend to warped or bow and the hardboard sheets stop the edge of the floorboards cutting into the carpet for wear & tear and also stop the draught.Just to make sure I'm understanding what you're saying,start with the floorboards + hardboard sheets + carpet underlay then carpet on top.

There's nothing to stop you using hardboard sheets if you're going to use laminated flooring but I think you would be wasting your money.The laminated flooring tend to be draught proof.
