Given an outer door frame size (i.e. the frame into which the door will fit, not the inner 'stop' frame), what allowances are usually made for height and width of actual door (to allow door to move freely).

Measuring my existing doors, there seems to be 5mm at either side for width (10mm in total) and 5mm at top.

Standard specification is for 3mm gaps top and sides. Bottom depends on floor finish.
 
2mm gap round sides and top of frame can be aimed for. I was taught to slide an old shilling piece between door and frame. That's certainly less than 3mm.
Bottom gap all depends on what flooring there is (carpets, laminate, etc)
