Interior wall spacing

In planning for a new blueprint layout, are there any requirements for placing an interior wall inside a house?

Can I attach one perpendicular to an exterior wall 8 feet from the corner of the house...
10 feet...
10 feet 2 inches..
10 feet 5 inches...
etc.. to accommodate different room sizes.

What are the general spacing guidelines to follow if the exterior studs are 2x4's spaced 16 inch o.c.
Obviously I wont build over windows etc. and lets assume there are no existing pipes or electrical in the walls.

If I want to place the interior wall at the 16 inch space between the exterior studs do I have to add additional studs there to anchor it to? Do I have to cut the top plate of the exterior wall. How do you anchor them together?

Mention of "blueprints" and feet/inches implies you are not from the UK. If so check your local regulations.

There are no such restrictions in the UK for retrofit alterations.
