Internal connection house to granny flat, what is easiest cheapest way?

We are told because to access the granny flat under the main house we have to go outside, and back inside again it attracts its own council tax, if we have internal access it will return to being one property, or return it to being a garage, since all services shared, it would be impossible to let it out, but handy for visitors, it is under the main house living room, and shower room, the latter very small, so we don't really want to make the living room smaller, or the flat bedroom, but it would seem if we have access from inside, then not a separate building, can't see a fireman pole being an option, so a lift would seem to take less room up to anything else. Ideas please.
 
Is the granny annexe self contained with no dependency on the main house for eg cooking or sanitary activities?

Maybe a spacesaver ladder style staircase, as used in loft conversions, with a trapdoor - obviously no-one need actually use it.

Have an annex in the garden, council visited to check if it should attract council tax increase , I explained it uses the main house water,electric and gas supply so not independent property. This was accepted.

It is the same with mine, it was the garage under the main house, and the oil and electric go into the flat (old garage) and then into house, and water into house then into flat, the consumer unit for both main house and flat is in the flat, the batteries are in the flat, and the inverter for solar panels is in the flat. So I need 24/7 access to the flat, so no way could I rent it out.

Maybe I could live in the flat and rent out the house, but not live in the house and rent out the flat.
