Internal load bearing wall removal

Hi,
I had the structural visit and the proposed designs and calculation but couldn't make sense the part where they're telling 1000mm x1000mm x 800mm pad footing for a steel column. Existing wall spans about 3 meters (with 1.2 meter doorway starting from left on the below drawing. Two questions I have regarding your experiences, who should verify if the existing foundation would already satisfies this or not and how? Does this seem reasonable to you?

You need to do the pad as per the drawing go get signed of by BCO

You need to ask the engineer why he specified the pad…probably because there’s no foundation under that.

Thanks, I found a note now I understand that they won't be any help "The Contractor must satisfy the Engineer and Local Authority that the ground at foundation level has an allowable bearing pressure of not less than 100 kN/m²."

Which would be a firm clay or medium dense sand

This type of work should not need a nib, and not need a pad unless there is no existing foundation. Crap engineer.

Expose the existing foundation and ask the inspector if he approves it
 
To be fair the engineer has probably specified that pad foundation as a worst case scenario. He hasn't got X-ray vision so he doesn't know what the existing foundation is like or the sub-soil.
Dig a trial hole first and if there is a good foundation on good firm sub-soil he or the building inspector will probably sign it off without the new pad.
