Internal wall insulation

Hello everyone, I am the owner of a 1937 terraced house which I am looking at redecorating. The front walls are solid, and the rear walls have a narrow cavity but I have been told by a cavity wall insulation company that the walls are unsuitable for cavity wall insulation (I think she described it as a rat-run wall or something like that)
It seems to me to be a simple matter to remove the plaster on the exterior facing walls and glue Kingspan K17, or similar, insulated plasterboard to the inside.

The problem I am facing is that due to the position of my central heating boiler and piping, it will be very difficult to install this board with the necessary thickness to comply with the building regs.
What can I do? What would be the implications of me ignoring the regulations, completely hypothetically of course!

There's stuff in Part L about economic benefit etc- however, if you don't hack the plaster off the walls then there is no requirement under Part L to insulate (or even to notify). So just leave the plaster alone, put your boards up where you can and leave them where you can't.

None. Just fit the thickest you can. Anything will be a benefit.
