In one case the fee was applied even though the funeral finished on time but because one mourner was on walking sticks was slow exiting the Chapel the service was deemed to have over run

Sounds like lobbox to me. Refuse to pay, go to court then just quote the EA to them.

It does sound harsh, but there is probably another side to it where some peaky blinders over ran hours and caused a backlog. At the end of the day you get a time slot, like a wedding at a register office. £450 is pretty reasonable for the service. However, in a case where they are profiting like a car park and slapping charges for being 5 mins over, I think its a pee take. As SS says - Equality Act would have some legs, if the complaint was carefully worded, as would a review of the terms and conditions.
