Is a stub stack required in this situation?

I recently moved a bathroom into another room and the BCO made me put a stub stack on the outside where the soil pipe came through the wall.

I am going to be building an extension and have a similar situation however, i'd like to put the soil through the floor and out through the foundation (with lintel of course) but will the BCO make me use a stub stack. see attached image.

If the drain is ventilated, and the difference between floor level and the invert level of the drain is < 1.3m, the wc can connect to the drain by going
down through the floor and out through the wall below g/level; a stub stack should not be required.
 
If you plan to connect other waste pipes to it you will likely need a stack.

Internal with a valve would be better than that thing.

Tony 1851 reply spot on. If you need to connect a waste pipe (handbasin?) toilet connector with pipe boss is one way
