Is building control certification required for replacement guttering?

Ive looked on the planning portal and its not one of the example jobs. Ive also read part H of the buildings regs but cant find an answer.

One website is saying I need it to be done buy a member of the competent person scheme but installer says its not needed. Makes sense to me that buildings regs certification is not needed if it's like for like replacement. Can someone point me to an official answer? I don't want to be caught out when I come to sell. I know planning permission is not required but I am not sure about compliance with building regs certification.
