Is double electric oven ok in 13A socket?

I am surprised that it is wired that way (there is no 30a cooker circuit in the kitchen/breaker box, which I expected there to be). Bottom line is that it works OK with both ovens on some of the time but other times (fairly regularly) blows the 13a fuse in the plug.

The plug top is so hot it is untouchable when it blows the fuse.

None of this surprises me as it is clearly pulling a pretty serious load.

My question really is is this legal? Do the regs allow this or does there have to be a 30a circuit to a kitchen by law?
 
Did it come that way, out of the box, or has someone crammed the cable into a plug themselves ?
 
Sorry, should have explained. Built-in double oven, in house when we moved in. Standard round 13a cable.
 
At 240v a kilowatt draws 4.2A, So, anything over 3kW (and a bit) needs a heavier connection than a standard plug. Most double ovens take about 5kW with both sections on. There should be a rating plate somewhere, or you can probably find the manual online to get the rating.
