is fibreglass Loft insulation supposed to cover wall cavity?

is fibreglass Loft insulation supposed to cover the air gap cavity between inner and outer wall in the loft space? or are you supposed to just insulate up to the inner wall edge - in other words do you take the insulation all the way to the eaves or should free air in the loft circulate down the cavity of the inner and outer wall? is Fig 1 correct (up to cavity?) or is Figure 2 correct (push fiberglass right into eaves?)

the only really important thing is that you do not push it into the eaves and obstruct airflow.

thanks for the reply, so does that mean that blocking the cavity wall gap at the top with fibreglass shouldnt have any effect then or does airflow have to freely go from the loft space to the cavity wall or vice-versa ?
