Is it normal to have some cracked blocks under cladding?

Hi

We've got a 70s semi with some plastic cladding under the bedroom window.

Long story short, I removed the windowsill today and there's the breezeblocks on the interior, the cavity and then the outer course right behind the cladding. If you push them the cladding bows outwards.

It seems to only be the row right under the window but a few of the blocks are loose or cracked. So basically the course under the window is causing a bit of concern.

Any ideas if this is normal? Wife thinks the house is going to fall down and I'd probably just resin everything back together. We'll probably get it checked anyway.

Plastic windows expand and contract loads in summer and cause all sorts of minor cracking etc. It's nothing serious.
