Hi DIY experts

I've got an understairs cupboard, from whose floor I've just removed some rotten old moth-ridden carpet. This has revealed a kind of rough stone/concrete floor (pictured). I suspect the floor is very slighly damp but nothing major.

So I thought I'd lay a roll of vinyl flooring directly on it. This cupboard is only used for storage, so doesn't need to look good or be walked on, I just want to put something on it to give some protection from any damp and make it easier to move things in and out.

Is it OK to lay the vinyl directly on this or should the floor be treated in any way or perhaps covered in some sort of underlay first?

Any help appreciated.

Yes you can, just do it

Advice given on the basis that it is a storage cubby hole,

If it were a room I would want to know about DPM and smoothness, etc
