Is it Ok to put a raised sleeper bed here?

I’m thinking of making a sleeper bed in this space in front of the window, on a paved driveway. There is an ACO drain around the perimeter and I would put the bed within that (not on top), and line it with geotextile so soil doesnt wash out. There is a basement below the window. Could this cause any problems with adding weight near the house, or with drainage/damp? I guess it would be 40-60cm high, and 2.1m x 0.8m

Probably ok for bedding plants but anything with substantial roots will, left unchecked, break through the base and find its way under the paving. I've just had to deal with a relatively small firestorm shrub that has broken through two inches of concrete to find water, albeit after many years in place.
