Suppose you have a rectangular house with gables at either end and a simple pitched roof. There's a loft conversion in existence and no properties at all to the rear
Cut a rectangle out of the roof as though you're fitting a dormer, but don't fit the dormer.. just leave the hole, do any necessary structural works and waterproof the floor to become a flat roof, put some patio doors to seal the house
Your roof now has a scoop out of it and a flat area where a table and chairs can go, in order to sit, eat and admire the view.

I can't see how such a (construction?) can be a balcony or veranda and it's a reduction in roofspace volume rather than increase (as with a dormer).. But is it PD?
