Is it the lamp or the ballast needs replacing?

Last night this light starting flickering. I turned it off, and when I turned it on again - nothing.

Is there a way to tell whether it's the ballast or the lamp that needs replacing? I have a multimeter and there is power to the ballast unit. Many thanks for any help.

Probabily just the lamp, one way to find out! Get a new lamp, if that doesnt sort it, get a new ballast! The lamp does look bit black tho..
 
Make sure you get a 38 watt 4 pin lamp and not a 28 watt one

Also thats a daylight colour 6400 k lamp if you want the same colour, you may need to order that

Thanks Rocky - I couldn't get a 6400 in town so got a white 835, which is a bit more yellowy, and actually I think it's better. The 6400 was so....."clinical" if you know what I mean.
