Hello - we live in a bungalow and have quite a decent and sizeable utility room on the side of the house. But it's single skinned and in the winter it's freezing (despite a rad) and we also get damp on two of the walls. Our combi boiler is currently in the loft space. Would relocating it to said utility space provide warmth when on and help with the damp problem?

Hope you can help.

Doubt it. Modern boiler cases are well insulated to prevent heat being lost, so it won't emit very much heat, certainly only a tiny fraction of what a radiator does. The answer is to improve the utility room, construction so that the heat from the radiator actually warms it, rather than being lost.

Our utility room is tiny, probably 2m x 2m and is an integral part of the house with insulated cavity walls and floor. It used to be kept warm by our 30 year old ancient boiler, but after replacing it, the new one took all day to almost warm it up, so we ended up adding a radiator.
