Is Terram the same textile used for flower beds?

Hi

Can someone please confirm if Terram is the same thing as Geo textile that can be used under soil to prevent weeds from growing? I brought some of this black type material from Costco and wondering if I can use it to install my crate soakaway or for my block paving underlay.
