Is this a poorly fitted roof flue?

Plumber fitted new boiler recently and the new flue goes through a small pitched ground floor roof.
Is this a bad job or am I being overly critical. Moreover, not sure the use of sealant/mastic under the sheet metal is a long term solution.
Would value some opinions.

Yes it's bad.

The lead slate should be bonded under the tiles, not stuck down with silicone.

Crap tiling. The tiles should be replaced in such a way that they fit close to the exiting flue pipe.
No effort made on yours.

In fairness to the plumber he sent one of his colleagues back (albeit another plumber) to make some corrections. They were adamant there was nothing wrong in the first place. The chap make some adjustments and now it looks like this.

Where are the missing tiles?
They need to be replaced and cut around the flue pipe.
At the moment, you can see the gap between the edges of the upper edges of the lower tiles. This will allow water to seep into your roof space instead of dripping on to the next row of tiles. If you could get behind the flue, and gently pour water on the tiles, I'm sure you would see water penetrating the roof structure and getting inside your home.

It is certainly a bodge job. Have you paid him yet?
