Is this damp how do i prevent it?

I have a very small bathroom with no extractor fan and there is what looks like damp starting on the ceiling. I leave whe window open as much as I can. Any advice?

If it's mould then that indicates moisture. A lot of building materials and some paints are rich food for mould.
 
Yes, fit a powerful extractor.

Do you have access above the ceiling, in a loft or something?

How high above the ground is the room?

Was there ever an air-brick or other ventilator that has been blocked?
 
As John said you need effective ventilation to prevent mould spores settling on the damp walls.

Fit a decent extractor with an overrun of at least 30 minutes
 
I had similar in the bathroom ceiling of our last house. Bro (who knows more than you and me) came round and said "Sand it well then spray on some HG anti mould spray like Wickes sells and let it dry. Then repaint it of course. He was right the mould never came back.
