Is this lime plaster??

Hello

Just took to off some lining paper from a ground floor exterior wall. It came off very easy which I assume is damp?

Also the plaster behind is it lime plaster?

I think so, but it has been patched with filler and skimmed with gypsum (the brown plaster)

The skirting looks odd.
