Is this normal or a leak In roof ?

Hi all as above . I noticed some wet marks under some of the roof tiles . Is this normal or supposed to be totally water tight ? Have read conflicting things so any thoughts appreciated

Erm hard to tell from street level but doenst on 1st glance look like any up there ? You think perhaps moss raising the tiles ?
These tiles were replaced a year ago due to this same prob so I think the roofer has I’m esssnce some sod all
 
You will get some moisture through some of the tiles if the wind and rain is strong enough and blowing in the right direction to blow the rain up underneath the tiles. That is partly what the roof felt is for, so that any rain that does get in is directed down to the gutters. I would think the acid test is to see if the ceiling or any joists are wet below that dampness.
